On 19 July 2023, TCS Secretary-General Amb. OU Boqian delivered remarks at 11th Population Policy Forum. The Forum was hosted by the Ministry of Health and Welfare, ROK. The governmental officials of the National Health Commission of China, the Ministry of Health and Welfare of ROK, the Ministry of Health, Labour and Welfare of Japan, as well as the experts of the research institutes of the three countries participated in the seminar. 

In the remarks, SG OU mentioned that negative population growth has become a long-term and strategic issue faced by China, Japan, and ROK. The three countries have maintained close exchanges and cooperation on population matters since 2019. At the same time, TCS actively creates a common platform for the three countries to address the issues of declining birth rates and aging populations together. SG OU highlighted that population aging should not be viewed as a negative asset; instead, the three countries can guide policies, collaborate on digital technology innovation and applications, and build a positively healthy aging society to continue benefiting from the demographic dividend. China, Japan, and ROK have explored a successful path of transitioning from population-driven development to technology and innovation-driven development, which can provide Eastern wisdom in addressing global population challenges.
