Mechanisms 26th Trilateral Local Governments Exchange Conference held in Yancheng, China 2025-10-15 ~ 2025-10-17

From October 15 to 17, 2025, Secretary General LEE Hee-sup of the Trilateral Cooperation Secretariat (TCS) attended the 26th Trilateral Local Governments Conference in Yancheng, Jiangsu Province, China. The conference was co-hosted by the Chinese People’s Association for Friendship with Foreign Countries (CPAFFC), the People’s Government of Jiangsu Province, the Council of Local Authorities for International Relations of Japan (CLAIR), and the National Association of Governors of the Republic of Korea (GAROK), and was organized by the Foreign Affairs Office of Jiangsu Province and the Yancheng Municipal People’s Government. Under the theme “Promoting Win-Win Cooperation through Local Exchange and Fostering Inclusive Development,” around 450 participants from China, Japan, and the ROK gathered to strengthen friendship, explore cooperation, and seek common development.

SG LEE attended the Trilateral Mayors’ Roundtable Meeting and delivered remarks. He noted that, amid rising geopolitical tensions and growing protectionism worldwide, intergovernmental cooperation faces increasing challenges — making local-level exchanges all the more significant. He also emphasized that sustained interactions among local governments have been instrumental in promoting regional peace and shared prosperity. Looking ahead, he called on China, Japan, and the ROK to build stronger cooperation based on mutual trust, mutual benefit, and coexistence, and reaffirmed that the TCS will continue to actively support trilateral local exchanges and the building of a more closely connected and prosperous regional community.

During the conference, SG LEE met with President Yang Wanming of the CPAFFC and exchanged views on the progress of trilateral cooperation and future collaboration between the two organizations. President Yang commended the TCS’s efforts in promoting cooperation among local governments of the three countries. Secretary-General Lee introduced upcoming TCS initiatives, and both sides agreed to maintain close communication, enhance the level of cooperation, and jointly advance trilateral collaboration.

The TCS also organized a special exhibition during the conference, showcasing the Secretariat’s efforts in promoting trilateral cooperation and exploring new opportunities for partnership with local governments from the three countries.

The next Trilateral Local Governments Conference will be held in Himeji, Hyogo Prefecture, Japan, in 2026.
