Mechanisms 26th Tripartite Environment Ministers Meeting (TEMM26) held in Yantai, China 2025-09-28

On September 28th, 2025, the 26th Tripartite Environment Ministers Meeting (TEMM26) was held in Yantai, China, hosted by the Ministry of Ecology and Environment of China. The Trilateral Cooperation Secretariat (TCS) Secretary-General LEE Hee-sup attended the meeting and delivered remarks. 

At the Ministerial Meeting, the Ministers delivered a presentation on each country’s latest policy development, followed by a closed-door session, where the implementation progress of the Tripartite Joint Action Plan (TJAP) 2021-2025 was shared, and the new TJAP 2026-2030 was announced, which introduced new Priority Area topics such as plastic pollution and living environment. As the result of the meeting, the Joint Communiqué was officially adopted, in which TCS projects, such as the Carbon Neutrality Forum and the Trilateral Environment Teachers’ Exchange Program, were acknowledged in Paragraph 13. 

After the adoption of the official documents, SG LEE delivered his remarks, in which he congratulated the convening of TEMM and its adoption of the new TJAP, which is expected to play a critical role in accelerating the momentum of trilateral cooperation. He additionally introduced the works of TCS in trilateral environment cooperation and promised to continue close collaboration with the three ministries in the future. 

In the following open session, the TEMM Environment Awards Ceremony, side event outcome reports, and the press conference took place. The three Ministers commended the awardees and side event participants for their achievements, and further exchanged views on recent environmental issues with media from the three countries. 

In addition to the Ministerial Meeting, TCS had bilateral meetings with the Ministers of the three countries: Mr. HUANG Runqiu, Minister of Ecology and Environment of China, Mr. ASAO Keiichiro, Minister of the Environment of Japan, and Mr. KIM Sungwhan, Minister of Environment of the Republic of Korea. During the bilateral meetings, SG LEE expressed his gratitude to the three ministries for their constant support throughout the years in supporting TCS. The three ministers also thanked TCS for its contribution to TEMM and TJAP through various projects. 

The 27th Tripartite Environment Ministers Meeting will be held next year in Japan.
